    Title: 鋼鐵廠負載劇變對新營P/S主變影響之研究

    Abstract: 大型鋼鐵廠的電弧爐之負載變化,常可能導致電力系統電壓閃爍,影響供電品質。在電力品質上之衝擊研究,則可概分為以量測導向及模組導向之研究,至其最終目的係在於量化由鋼鐵廠所造成的電力諧波與電壓閃爍狀況之程度,並設法找出改善電力品質的因應對策。因此本論文之主要目標即:(1)於大型鋼鐵廠內含有之多種諧波與電壓驟降或驟昇時,可提供量測數據以協助掌握實際電力品質程度;(2)觀察負載變動對電壓的衝擊,以瞭解煉鋼廠負載驟變,造成變壓器激磁異音對壽命之影響程度;(3)比較被動式電力濾波器與靜態虛功補償器在虛功補償的效果,以及在不同裝設點之可行性;(4)瞭解鋼鐵廠之電弧爐模組,以供時域諧波分析之用;(5)探討變壓器外部局部放電檢測,以拓撲結構與設備之可靠度分析來改善現行維護模式,並探討設備維護之合理化。而本計畫論文首先探討嘉南供電區營運處之新營P/S轄區內多家鋼鐵廠用戶,並探討用電驟昇或驟降負載所可能造成變壓器激磁噪音之影響,且分析因鋼鐵廠驟變負載,所導致轄區變壓器電壓調整之有載分接頭切換設備運轉、設備壽命影響及相關供電品質問題。同時,並針對運轉負載驟變所產生變壓器激磁噪音之潛藏性問題,並藉由各主要負載點進行之量測,期能經由分析各量測數據,並輔以噪音頻譜分析結果之相互比較,掌握問題徵結點,即提出適切改進方案,進而提供優質供應電力。Sudden load variations of electric arc furnaces often contribute significant harmonics and flickers, hence possibly downgrading the quality of supplying power. In the last decades, many investigations were performed to study the impacts of electric arc furnaces of large steel plants on electric power quality. Those proposed approaches can be largely categorized into measurement-based and modeling-based methods. Each one was aimed to quantify the degree of harmonicas and flickers, anticipating that the improvement strategy can be discovered such that a high-quality of supplying power can be better reached. Therefore, the objectives of this project has been focused on: (1) the provision of measurement data to understand the real-world steel plants under harmonics, sags and swell scenarios, (2) the observation of load fluctuations to assess the life impacts caused by the noise of transformer inrush current, (3) the comparison of reactive power compensation performed by passive power filters and static var compensators, (4) the model formulation of electric arc furnaces of large steel plants for time-domain analysis, and (5) the investigation of partial discharge diagnosis of power transformers to analyze the topological structure and reliability of equipment maintenance. To validate the effectiveness of this project, the research has been carried out on the analysis of several steel plant customers that are connected with Sinying P/S Power Transformers, where those noises of transformer inrush current caused by sudden load changes are thoroughly measured and analyzed. Moreover, for those OLTC operation of power transformers, equipment life and supplying-power quality, they are all prudently assessed and evaluated based on a large number of field measurements made at several locations. It is expected that, through the investigation and examination of this project, those unexpected effects brought to the Sinying P/S power transformers can be more effectively forewarned such that utility engineers would take appropriate remedial actions to improve the demerits, thereby achieve a better power-quality of supplying power.
