    Abstract: This article investigates the decision whether to merge by a public firm and a private firm and sets up a multiproduct firm inwhich the government owns a percentage of shares. In particular, it shows that if the government owns a high percentage of theshares in the multiproduct firm and because the social welfare is higher, the government prefers a multiproduct firm to a mixedduopoly; otherwise, the government would prefer a mixed duopoly to a multiproduct firm.
