    Abstract: This paper presents an empirical study of intention of VoIP adoption for the public sectors in Kinmen County, Taiwan. The study constructs the research model according to the
    technology acceptance model, by integrating innovation diffusion theory and theory of
    planned behavior to derive such factors as system quality, perceived usefulness, perceived ease of use, perceived compatibility, perceived critical mass, perceived cost, behavior attitude,
    and adoption intention. There are 263 valid questionnaires returned. Structure equation model is established to derive the results. Research findings indicate that: (1) there are almost 65% subjects who are more likely to spend less than 400 NTD in VoIP, because voice quality and content functions are not as good as expected; (2) The perceived usefulness, perceived ease of use, perceived compatibility, perceived critical mass, and perceived cost are all significantly
    related to system quality; (3) The behavior attitude is negatively, but not significantly
    influenced by perceived ease of use, but can be improved by increasing the degree of
    perceived usefulness and perceived compatibility, and perceived critical mass; (4) Perceived cost is negatively , and significantly related to adoption intention implying that users are likely to intuitively reject using VoIP for high cost, but may accept it with higher quality such
    as usefulness, ease of use, compatibility, and many users.
